The fox wearing the "Depot boy" costume can be found on level 14 at the highest point near the GOLD LOTTER TICKET chest. The parts can be obtained by defeating the fox multiple times or using lottery tickets.
The set has 3 pieces and consists of: hair and grin, jumpsuit, and what appears to be a laser pistol. "Depot boy" does 
ranged damage, and its ability is to break barriers in a level.
