The fox wearing the "Warber" costume can be found on level 9 near "Clown" and "Bat" after your kittens unlock the door. The set can be obtained by defeating the fox multiple times or using lottery tickets.
The set has 3 pieces and consists of: mask, suit, and escrima stick. "Warbler" does 
melee damage, and its passive ability is to let your kittens use teleport portals in a level.
